Would it have really been that hard to include them in the order they arrive? Rather than going back to the last two that we passed half way through the level? That way we don’t accidentally walk through the exit door.

You need to complete SS Headquarters to play this. In order to play SS Headquarters, in Midtown East, cross to Golden Dawn Safehouse, a path is blocked by two tanks. Look for the building on the right, and your man will be hiding inside ready to inform you.
