When can I apply primer to miniatures?

I’m going to use Krylon fusion to prime my models and I want to know can I clean, super glue, and apply modeling putty them use primer?

Comics, Action Figures, Stamps and Money – Collectables Part 1

These things may not be worth a lot but they are priceless to me. Green Lantern #55 is only 50 bucks according to the online comics price guide. a few others worth a little more or less but thats not the point. My adult life is ok but my childhood was awesome. And these were a part of it. I hope to make a few of these going over all my stuff.
